ARIZONA LEGISLATIVE POLICY & GOVERNANCE INSTITUTE

LEGISLATIVE MEMBER POLICY PROGRAM

Effective legislative leadership begins with preparation, a shared vision, and the institutional capacity to govern.

Regardless of whether Democrats serve in the majority or minority, the Caucus has an opportunity to strengthen its leadership, build institutional knowledge, and establish a foundation for long-term legislative effectiveness.

With new Democratic legislators potentially joining returning members, a structured leadership transition and professional development program will be essential to developing a cohesive, informed, and effective Caucus. By establishing a shared understanding of state government, fiscal policy, legislative procedures, and Arizona’s most consequential public policy challenges, the Caucus can empower every member to lead with confidence, advance meaningful policy solutions, and deliver measurable results for the communities they represent.

The goal is not simply to prepare legislators for the next session, but to build a stronger institution capable of leading today and developing the legislative leaders of tomorrow.

  • Establish a common foundation of knowledge and equal access to resources.

  • Build competency in bill analysis, fiscal literacy, hearings, and agency oversight.

  • Strengthen institutional readiness, ethics, transparency, and effective deliberation.

The Program Includes:

  • Two full in-person days (December 12 and December 13, 2026)
